The Council implementing decision should specify, where appropriate, the specific derogations that the Member State facing a situation of crisis, or force majeure is authorised to apply, depending on the nature of each derogation, and set the date from which they could be applied. Moreover, the decision should state the grounds on which it is based and the personal scope of the derogations.
