1. National strategies established by Member States in accordance with Article 7 of shall also include:
(a) preventive measures to ensure a sufficient level of preparedness and to reduce the risk of situations of crisis, and contingency planning, taking into account the contingency planning pursuant to Regulations and and and the reports of the Commission issued within the framework of the Migration Preparedness and Crisis Blueprint;
(b) an analysis of measures needed to respond to and resolve situations of crisis and force majeure in the Member State concerned, including measures to protect the rights of applicants and beneficiaries of international protection and other forms of protection.
2. For the purposes of paragraph 1, Member States may consult the Commission and relevant Union bodies, offices and agencies, in particular the Asylum Agency, as well as regional and local authorities, as appropriate and in accordance with national law.
3. The Member States shall revise, where necessary, the national strategies established in accordance with Article 7 of and in any case, no later than one year from the date on which the situation of crisis ended in accordance with Article 5 of this Regulation.
