Building on existing initiatives, and in the context of the existing international architecture, a stable and reliable Union Framework should be established for the admission of third-country nationals or stateless persons who are in need of international protection to be implemented in accordance with a Union Resettlement and Humanitarian Admission Plan (the ‘Union Plan’), which should fully respect Member States’ concrete indications with regard to their commitments.
