The Commission, assisted by the Asylum Agency, should review the situation in third countries designated as safe third countries or safe countries of origin at Union level. Where there is a significant change for the worse in the situation of such a third country and following a substantiated assessment, the Commission should be able to suspend the designation of that third country as safe third country or safe country of origin at Union level for a limited period of time by means of a delegated act. The Commission should also be able to extend the suspension of the designation of a third country as a safe third country or a safe country of origin at Union level for a period of six months, with a possibility to renew that extension once. In order to address significant changes for the worse in a third country designated as a safe third country or safe country of origin at Union level, the power to adopt acts in accordance with Article 290 should be delegated to the Commission in respect of suspending the designation of that third country as safe third country or safe country of origin at Union level for a period of six months where the Commission considers, on the basis of a substantiated assessment, that the conditions set by this Regulation are no longer met, and to extend the suspension of the designation of a third country as a safe third country or a safe country of origin at Union level for a period of six months, with a possibility to renew that extension once. It is of particular importance that the Commission carry out appropriate consultations during its preparatory work, including at expert level, and that those consultations be conducted in accordance with the principles laid down in the Inter-institutional Agreement of 13 April 2016 on Better Law-Making (18). In particular, to ensure equal participation in the preparation of delegated acts, the European Parliament and the Council receive all documents at the same time as Member States’ experts, and their experts systematically have access to meetings of Commission expert groups dealing with the preparation of delegated acts.
