Applicants are required to remain available to the competent authorities of the Member States. Appropriate measures should be taken to prevent applicants from absconding. Where the applicant has absconded and has travelled to another Member State without permission, it is vital, for the purpose of ensuring a well-functioning , that the applicant is swiftly transferred to the Member State where he or she is required to be present. Until such a transfer has taken place, there is a risk that the applicant may abscond and his or her whereabouts should therefore be closely monitored.
