International protection should be granted to third country nationals and stateless persons who fall under the scope of this Regulation and who qualify for international protection. International protection should not be granted to those third country nationals and stateless persons who fall outside the scope of this Regulation. National humanitarian statuses, where granted, should not entail a risk of confusion with international protection.
