AMMR:
Recital 29

A mechanism should be set out for the Member States identified in the Decision as being under migratory pressure or those that consider themselves to be under migratory pressure, to make use of the Annual Solidarity Pool. The Member States that have been identified in the Decision as being under pressure should be able to make use of the Annual Solidarity Pool in a simple manner by merely informing the Commission and the Council of their intention to use it, following which the EU Solidarity Coordinator, on behalf of the Commission should convene the Technical-Level Forum. The Member States that consider themselves to be under migratory pressure should, in order to make use of the Pool, provide a duly substantiated reasoning of the existence and extent of the migratory pressure and other relevant information in the form of notification which the Commission should assess expeditiously. Benefitting Member States should use the Annual Solidarity Pool in a reasonable and proportionate manner, taking into account solidarity needs of the other Member States under migratory pressure. The EU Solidarity Coordinator should ensure a balanced distribution of the solidarity contributions available among the benefitting Member States. Where a Member State considers itself to be in a situation of crisis, the procedure in Regulation (EU) 2024/1359Crisis and Force Majeure Regulation of the European Parliament and of the Council (10) should apply.
